Campaign Structure (CBO vs ABO)
How budgets and targeting are organised across 3 levels
How budgets and targeting are organised across 3 levels
Why It Is Critical
Meta Ads are organized across three levels: Campaign (Objective), Ad Set (Audience, Budget, Schedule, Placement), and Ad (Creative, Copy, CTA, URL). Choosing between Campaign Budget Optimisation (CBO) and Ad Set Budget Optimisation (ABO) dictates how Meta distributes your capital.
How It Works & Underlying Dynamics
⢠CBO (Advantage Campaign Budget): Set one budget at campaign level; Meta dynamically distributes spend to best-performing ad sets in real time. Default recommendation for scaling. ⢠ABO (Ad Set Budget): Set fixed budgets per ad set. Preferred when you must guarantee specific spend on an audience (e.g. protecting retargeting) or running controlled creative testing.
Calculation Example & Benchmark Matrix
| Scenario | Guidance & Advantage |
|---|---|
| CBO - Use When | You want Meta to optimise budget distribution across multiple ad sets automatically |
| ABO - Use When | You need precise budget control per audience, or during structured A/B testing |
| CBO Advantage | Higher overall efficiency - Meta finds the best-performing ad set and funds it |
| ABO Advantage | Predictable, controllable spend - essential for fair creative or audience tests |
'CBO is not 'set it and forget it'. The algorithm needs time to learn - typically 7 days. Making daily budget changes or turning ad sets on and off resets the learning phase and prevents the campaign from ever finding its optimal state.'
